To qualify, the parties must meet criteria for both income (if filing separate Applications, each must qualify for his/her income; if filing a joint application, parties’ combined income must qualify) and assets. The parties’ assets are counted the same way (they are combined), whether they are living apart or separately. 

Income 

Have a combined gross annual income of less than $78,000 for a family of 4 and have less than $100,000 of equity in assets, excluding pension plans. Note: “Countable” real estate assets consist of equity (fair market value less mortgages and liens) https://aspe.hhs.gov/poverty
